Yes. Snowbreak: Containment Zone have pity system. You will be guaranteed to obtain 4★ character or 4★weapon in every 10 pull. You will be guaranteed to obtain 5★ character within 80 pull and 5★ weapon within 60 pull.
Do the pity count carry over to the next banner?
Yes. The pity count with same type banner will carry over to the next banner.
